Cal-SAFE Program Evaluation Reports

 

       Fifteen-Year Evaluation of the Cal-SAFE Program: 2000-15

       This report summarizes the status of The Cal-SAFE Program’s progress in meeting its goals set by the California State Legislature. It covers from the first year of implementation (Aug 1999) to June 2015. It includes graphs that show the number of students and children served over the 15 years, along with the Cal-SAFE Program outcomes such as graduation, repeat birth, low birth weight, and childhood immunization rates compared to national rates. This report also discusses the effect the following two state policy changes had on the program:

       (1) Beginning in Fall 2009, the California Legislature placed the Cal-SAFE Program into the Tier 3 Block Grant that school districts would receive. The funds were frozen at 2008 levels and allowed agencies the option to use the funds for any legitimate educational expense. Furthermore, this move to Tier 3 removed all reporting requirements concerning the services provided to expectant and parenting students and their children.

       (2) In 2013, California enacted the Local Control Funding Formula (LCFF), a new method of allocating state funds to school districts that essentially ended the California Department of Education’s support for the Cal-SAFE Program. While school districts could elect to continue serving expectant and parenting students and their children, the CDE no longer provided any targeted funding or technical support to agencies.

       Twelve-Year Evaluation of the Cal-SAFE Program: 2000-12

       This report summarizes the status of The Cal-SAFE Program’s progress in meeting its goals set by the California State Legislature. It covers from the first year of implementation (Aug 1999) to June 2012. It includes graphs that show the number of students and children served over the 12 years, along with the Cal-SAFE Program outcomes such as graduation, repeat birth, low birth weight, and childhood immunization rates compared to state and national rates.
